- Ukraine would give up parts of the Donbas, a region in the south east where Russia already controls large areas.
- Ukraine’s military would be cut in half, and the country would no longer be allowed to use certain long-range weapons.
- Western troops, such as soldiers from the US or Europe, would not be allowed to be stationed in Ukraine in the future.
- Ukraine would be required to make Russian an official language and give a special status to the Russian Orthodox Church.
- In exchange, the US may offer security guarantees to help protect Ukraine and Europe, although it’s not clear exactly how strong or reliable these promises would be.
What is President Zelenskyy’s Opinion?
Ukrainian President Volodymyr Zelenskyy has reacted negatively to the proposal. He argues that the plan demands too much from Ukraine and too little from Russia.
Losing land, shrinking the army, and changing national laws could leave Ukraine weaker and less free in the long run. Zelenskyy worries that the plan forces Ukraine to choose between protecting its dignity and keeping support from important partners like the US.
Some European leaders are also concerned. They feel the proposal could reward Russia for invading, and that they weren’t fully involved in shaping the plan.
